Who is it that gives the quests that drops alchemy recipies as loot?

I think it's the trinket weavers that give the alchemy recipes.

It is the trinket quests, just turn West (up) once you hit the main branch and they are in the hut you run into. The tinker tool quest should get you all the alchemy recipes.
