It's "Sarajevo 12/24", not Carol of the Bells (it's based off the latter - there's also parts of "God Rest Ye Merry Gentlemen" incorporated into it). It's a piece about Christmas in a war zone. The guitar part was done by the guitarist from Savatage. It's from the Trans-Siberian Orchestra album "Christmas Eve and other Stories".
Context is important, after all.
