Halloween NPC .... saltpeter again?

I mean after the saltpeter NPC problems...

Now you have 1 NPC that sells 1 stack of treats? I mean COME ON!@

Then the 10 players who do the quest should not log in at the same time.

It would be nice if every character could buy 1 treat per day. Then everyone could summon the ancient hellhound... or sell their treats. A normal vendor is just going to lead to treat hoarding and price gouging. Really, who needs 999 treats? And yet you know they will be purchased up and sold at an exorbitant price.
