The Toon Council sends a shivering thank you to all of the Toon ghouls and boys who showed their Halloween spirit with a Toontastic Halloween scene. We had a chillingly good time with our friends from the Toontown Art Appreciation Society reviewing each spooky entry, and we have our winners.
