If i remember correctly, these are pre practice weapon weps OR crafted ones...
Not sure about the value since i dont know how many are left hmm...

i think they are just are the number of uses left from cutting something up, like harvesting hides. like the old 200 use hatchets you see more often. uses still appear on weapons on siege when you use a bladed weapon to harvest hides. Example: i looted a no-dachi (no mods no uses) used it to harvest hides, uses appear. So the weapons you have are probably from when all weapons on all shards were like this.
