Hailstorm Stops Boats?

I was on my boat, sailing around and casting my mysticism spells on myself as training, and it became time to cast Hailstorm as my training spell. As soon as I cast hailstorm, my boat stopped.

I did some testing (in 3d) and found the following (standing at the very front the whole time):

Cast to the left, no stop
Cast to the right, no stop
Cast on the boat, stopped and couldn't move for a few seconds
Cast in front of the boat, ran into the hailstorm and stopped?

Anyone else see this?

Does make sense though. What wood sailing vessel proceeds through a hail storm, with out stopping to change sail or baton down hatches?

Did more testing...only stops when heading south or west and standing on very forward tip of boat. Seems to only happen during slow forward as well...normal forward is fine.
