guild stone deed question

i've got 'a deed to a guildstone', totally normal (makes a stone). I've got 'a guild deed's, totally normal (doesn't do anything when clicked). And I got this;

Its 'a deed to a guildstone', but when I click on it, it doesn't do anything. is this a rare, or just a glitch? Or both?

Pretty much used as decoration only. I have seen them go from 50k to 1m depending on if someone really wants it.
