Grey Hotbar Appeared Out of Nowhere?

So I logged in today, and in the lower left corner Is a grey hotbar.

It cannot be destoyed, moved, anything. you can close to side/bottom etc.

I even did a full reset of UI and it's still there.

What the hell is this and how do I get rid of it?
