I think a few things need to be cleared up about the governor program.
It's not about items or getting "stuff" for anyone. The governors can make proposals to the King who forwards them on to Mesanna, minor things not huge city-changing construction projects. Right now, the "stuff" we've been "promised" is the governors' offices in the nine cities. The building of these offices, much to the governors' chagrin turns out to be the ONE proposal request that can be made per term. Unfortunately for us, this new rule wasn't made public till after building materials were submitted. Remember, Mesanna is one woman trying to support all the EM events AND this new program, things aren't going to spring up overnight no matter how annoyingly we whine. It's not ideal, but it is what it is.
In fact, incessantly whining at these meetings is only going to cause continued problems and overall dissatisfaction. If you read the fourth council log (from Friday 9/20/13), a few people took it upon themselves to repeatedly ask (read: grief) the same question of the EM playing Blackthorn regardless of the fact that received the same answer again and again. One of these people was a former governor who'd never brought up this issue before during the three meetings he attended.
Miss Kitty's bobblehead dig at the other governors is rather tacky and dishonorable, especially since all but four are brand new to the position. They, however, appear to understand the current direction of the governor program: that it is 100% RP (as stated by EMs and the dev Kyronix). While it would be nice, in my opinion, for the governors to be able to do more directly for their city, this somehow appears to be an unpopular opinion and talking about the faults of this program and how it could be improved is now forbidden on Stratics (see the locked "So what did your governor accomplish" thread for more). Hopefully things will change in the future, hopefully the governors won't have to solely rely on ever shifting EM "rules"/whims and Mesanna's ever dwindling time.
Just to be crystal clear here, the GL RP community isn't thrilled with the program as it stands. The lack of clear rules/guidelines, clear goals, and clear parameters for what governors can do besides sit there and RP is rubbing most of us the wrong way. We just aren't going to grief the meetings and annoy the EMs into leaving as quickly as they can, that won't do ANY of us (or the program) any good.
