Getting stuck in Moonglow rift

Is getting stuck in the rift by design? Yesterday (3/30) I was able to go in and out of the rift with no problems, today I have gotten stuck once while trying to go in and every time I try to leave (even as a ghost). The only way I have found to get free is to use the Help - Stuck option, when this option is selected I am notified using this option multiple times in a 24 hour period will result in longer that average wait times, am I being penalized for this?
