Gargoyle Suit Crafting

Trying out making a garg suit for the first time, for a mage/tamer. Got tired of getting mowed down fleeing for my life from paragons on elf feet. That said, it seems there are a couple of questions I had about gargish wearables that I'm hoping for some guidance on. Specifically, I'm a little baffled on the head & neck slots. I get that these take earrings & necklace respectively, but are there no medable options here, aside from imbuing mage armor? Further, since they don't take on bonuses from using advanced ingots, and there's no such thing as runic tinker's tools, are these just a huge glaring fail in an attempt to make a gargish mage suit?

Honestly with the sheer volume of Garg legendaries that drop crafting them is basically dead. I don't know what it is about the rng but it loves to spit out Garg wear much more frequently than Human/Elf.
