garden bed - I'm stumped

there are just three characters with access to the house - the owner, one co-owner and one friend - the friend does not have access to the plants in the garden bed, the owner and co-owner both do not have the circled icon on the plant gump - tried the other characters on the co-owner account (cause honestly, I can't remember who actually placed the garden beds) and none of them can access the plants... so, what did I do wrong and how to correct it? owner can't even smash the beds, says the plants must be removed first

is that a screen print from the plant you're trying to remove? Because that icon doesn't appear till the plant is fully mature.
The other way to remove a plant, one that isn't mature, is from the bottom right icon on the previous page.
