(fish monger) intended?

Today seems I'm able to take more than 1 quest at time from the fish monger, acutally I have like 5 chests in my hold :O
Is it an intended feature or its a brutal bug?

Yes, when I go to complete the quest didnt complete it immediately but offer me a new one. And still offer until the previous is not complete. But didnt do that always...

ok, I replicated it:

Bring an incomplete order to destination, speak to the fish monger and it will offer a new quest. Then do the same for the next and you will get another, then continue and you can obtain 1 crate for each quest giver.

You have always been able to get 1 quest from every fishmonger at the same time for a total of 8 at the same time.

This is true I always try to keep max quests going at the same time
