Stratics reports that SOTs appear in Felucca chests level 4 and higher, UO Guide reports that they appear in chests level 2 and higher. Does anyone know for sure which is correct? Thanks in advance!

[Treasure Hunting] Felucca Treasure Maps and SOTs

I regularly do felucca treasure maps from the hag's quest. While I've had alacrity scrolls in all levels I've never had a transcendence scroll in any less than level 4.
