FC and FCR Question

Are Faster Casting and Faster Cast Recovery capped at 2/6 for all spellcasting abilities?
Mage, Necro, Bushi, Chiv, Spellweaving, Ninja?

I believe the only exception is if you have Chivalry without magery. Chiv alone is a 4/6 cap but if you have over something like 50 magery combined with Chiv then your cap drops to 2/6.
