I did not read it as "in factions" but rather the "choosing sides" via use of blackrock, etc. At the dark-glow event, it did have an affect on how damage was dealt. After that event we sat at the table with Andrew (was that his name) and choose again so I think it will have another effect in the future.
No I remember hearing something about factions playing an actual part in the event some how but it just never happened.
