I think there should be a BOOSTER pack for factions.. One where there would be an entirely new facet for factions only.. So in order to visit the facet, you would need to join one of the factions, the bases would also be located here and the bases would be full towns with NPC's etc, specifically for faction members..
PVP should take place elsewhere rather than at faction bases like has been done in the past, PVE areas similar to that of champion spawns where ones can gain "faction rewards" through a whole new point system, and through specific monsters(kinda like champ spawns)
Silver should be removed, instead of silver, one should be able to gather points through PVE(faction NPC's and monsters) and through PVP, just by dying, you would gain points.. These points would be used to go up in rank and to spend on faction artifacts and rewards.
Similar to the museum and library rewards, there should be multiple faction currencies that one can distribute their points to. So different areas or towns would have different rewards.
Adding a PVE element to the battlefield be the appeal to reviving factions.
Sigals... Meh.. Remove them, nobody cares about controlling the towns anymore, I think this should fall under something else entirely, but still have to do with factions.. Faction "guilds" should be able to claim towns as their own and if another guild wanted the town they could challenge the controlling guild for it, controlling a town would have benefits like everything else.. So faction guilds themselves would control towns and not the entire faction (This would be the best idea.)
Stat loss.. Just... Remove it, it was meant to stop people from getting back into a "battle" too quickly, at this point though, with how dead the system is, it is not needed.. Not by any means.. If there is stat loss in the game, make it so that one could get their stats back quicker, perhaps through just fighting some monsters for a couple minutes, allowing their stats and skills to come back up.. Really, I do not think stat loss is necessary with how dead factions are..
