I don't think it's skill related - more the fact that 2 different cloth larges ask for each small (PLUS the large for the footwear set), and only 1 in 3 tailor BODs is exceptional (unlike the even split with Smiths).

I run 5 tailors and 6 smiths each day. I usually get a couple footwear a day. One time I got 3 exceptional footwear with one runner (the random number streaking hits again).
It's that 1/3 chance, going through a not so random RNG.
