[Carpentry] Enhancing Woodland Armor With Heartwood (Chance to not receive property?)

I've been enhancing woodland armor to receive the random property. I just enhanced a piece and it didn't give me any properties at all.

Is this normal?

I checked for lower requirements, reduced weight etc and nothing, its exactly like my other enhanced pieces just without a property.

Enhancing with heartwood is fun!
