[Tailoring] Dying Skirts

How are people able to craft clean up dye hued skirts? I guess you can't dye them in the skirt form.

Do they just dye artifacts with the clean up dyes and cut them up?

They might be dying the cloth/wool/cotton/etc.

Another possibility - if items have to have properties to dye, you may be able to dye runic crafted hats/cloth ninja hoods/garg cloth armor, then recycle them to get the dyed cloth to make non-property items.
