[Imbuing] Durability On Imbued Items

Is it necessary to first use powder of fortification before imbuing an item? I tried imbuing some items and they all have low durability and when I tried using a powder of fortification on them, it won't let me.

powder before imbuing but you can reforge items and still powder them.
