If I remember right I think you can once your out of young status.
But I hope one of our PVP experts here can help you more on question 2 as for question 3 look in your pants pocket in the laundry.

1) 30 days (was added last year when the new faction event started)
2) 1 (its not a timed thing, its a how many people have killed the same person between your kill thing - needs to be 5 different people kill that person between your 2nd kill)
3) they are on the counter under the newspaper

#1, Stop adding new chars to factions to gain kill points.
#2, Stop farming points.
#3, Stop kidding yourself you have a bicycle, its nothing to be ashamed of.
