I have a Fancy Dress of Exceptional Quality but there's no weight requirement on it, A Body Sash sewn by Dr Narcotics and a double blessed exceptional bonnet on Chessie. Anyone have an idea what they're worth?

Fancy dress of exceptional quality never has str requirement on it. Worth around 3m. Bonnet and sash are both around 5-7m.
I think "A (clothing piece) Of Exceptional Quality" would be worth closer to 200k - 400k.
Reason i said 3m is because its one of the less common pieces with that name.
Some of the non-dblblsd EQ items can go for upwards of a mil or even higher if its an item that isn't seen very often. Kilts, shirts, sashes, etc tend to be more common while things like fancy dresses, jester hats, etc that weren't the popular type of worn item can go for a lot more.
Same thing goes for non-wearable EQ items. The small tables, benches etc don't go for a lot, but you get a fishing pole, heating stand etc and you can easily start paying over a million as it wasn't a common item folks kept hanging around.
