Dragon Breath conditions?

So i took a nightmare and a fire steed on test, had them attack me and ran around for at least 5 minutes and never once did either of them do a dragon breath on me. i then stood still and let them melee hit me for a few minutes, also no dragon/fire breath.

Is there some condition that has to be met before a pet will use this?

Was this somehow removed from hitting players? worked fine when i stuck the firesteed on a cu sidhe
