It's craftable now in various colors (and, I believe, with various resists) depending on the type of scales you use. However, I don't believe there's any kind of dragon scale gorget that you can craft. Therefore, if the bane chosen are dropping some kind of dragon scale gorget, you might want to grab those because they are not something you can currently make.
I have some sets of it sitting around somewhere made out of the different types of scales. I do not know if any of it can be imbued or whether some or all of it would be considered made out of special materials. Will try to test that in a bit.
