I want to enhance a bow, and need to know if skill level matters. Also, how do I use the tool. I have an item that is already pretty good, and want to make it better. I don't know much about any of this stuff. So, any help would be great.

Does skill level matter for forged metal tool?

The skill level will only mater for the type of wood you want to use. IE if you want to use Frostwood - you will need the appropriate skill level I believe.
To use it - dbl click the tool. Will give you message next enhancement is 100%. Then enhance as normal without fail on you next attempt.
I've only used it for enhancing the wood armor so far.
