Does Magery and Evaluate Intelligence have an affect upon Dragon Breath on a Nightmare?
I don’t think so, I was thinking it scaled based on Strength (or maybe hit points), but it’s been a while.
It used to be hit points before the tamer change (650 hp dreads were incredibly valued in PVP). Now, I have no idea, but I would assume the same.

Nope, only current HP is important there. Same for dragons, drakes and any creature without magery at all.
Dragon Breath damage is based on current HP, and victim's Fire Resist. For pets Dragon Breath appears to have a 18 sec CD, while players using Ninjitsu's Reptalon Form (from Talisman of the Fey) can spam Dragon Breath by repeatedly going in and out of War Mode while double clicking on the target. I wish there was a Dragon Helm Artifact that gave the player the Dragon Breath ability like Reptalon Form gives.
