Does +luck items matter effect your chance of getting better fletching talismans from heartwood flet

I need a good fletching talisman on europa, been doing heartwood fletching quests and gotten some pretty crappy ones, does + luck on items effect it?

Also does anyone know where else I can find fletching talismans, maybe there is somewhere better?

Luck has no effect as for getting a good one either buy it off npc or keep doing quests till you get a good one

The only other places to get talismans are from the quests added with ML or Peerless boss drops. The strongbox quests and Peerless are you best chances at getting a good one.
