I don't think it does, since luck is for looted items not quest rewards.

Luck doesn't affect whether you get a rare holiday gift for example, so I would assume quest rewards are the same way.

Can't remember which Dev back in the day answered this very question........... But the answer was NO Luck does not affect the quest rewards in heartwood.
