Does inscription use magery?

I was reading in stratics about inscription and it doesn't appear that magery skill affects the inscription ... just the inscription skill? Is that true? I kmow that you use meditation while inscribing but do you have to be able to cast a spell to create a scroll? Thanks

No you dont have to be able to cast the spell to be able to inscribe the scroll but a scribe with high Magery skill can create Spellbooks with extra Item Properties - Skills bonuses, Slayer effects, and Lower Reagent Cost among other mods
