Does Forged Metal Tool ever fail an enhancement?

I don't think I'd get this thing because I really believe its a cheat.

I believe you can cheat with legal items, but thats an opinion not a fact.

My question is will this thing really 100% enhance anything you use it on?

Or, is it 100% additional crafting bonus like say a +60 hammer is a 60% bonus.
