Not many people charge for 110 scrolls, and they are cheap when they do. (LOL the scrolls are cheap, not the people who charge although I suppose both might be depending on the circumstance 
).
I am pretty sure I already gave all the 110 magery scrolls I had to new folks, but if I still have one, you can have it...but I suspect that someone will offer one to you before I can even look.

Yeah, I haven't seen a vendor withh 110's on them in ages. Funny thing is, when I had my vendor, I had a bunch of 105's, I couldn't even get rid of them when they were priced "free" lol...la
I'm almost sure the vendor at Tjalle's necessities shop has 110s, but I don't know which ones.

I have an issue with that (because it's true). The new players are given way too much. Maybe it's me since I was able to start up on Siege without anything, or knowing anyone...and did just fine on my own. Sure the 30 day saftely net is nice, but imho, it's too much, especially since many are given all the scrolls they will ever use while in NEW, these players won't take the time to go out and do spawns to get them themselves...la
Take an item based game, where items almost never leave the game, and new ones are continually added, let it run for 10 years, and presto...you have what we have. Players sitting on vast piles of stuff just waiting to dump mountains of it on new folks to see it get used. Equal amounts of Aladdin's Cave and The Sanford & Son of MMORPGs .

Though still a "newborn" on Siege, I am a 10+ yr vet UO player. On Cats where I have spent most of my time until now, the skill level goal of mages, warriors and crafters alike has shifted in the past couple of years from GM to Legendary. So to reach 110 in any important skill is now like hitting the 90's in the old days (almost there but not quite) on the road to GM. The difference is not so much the increase in skill points required to be a "true grandmaster" of the skill these days, but that items are required to train it up that high. To give newcomers a handfull of 110 scrolls in the skills they wish to train is not, IMHO going to stop them from going out and doing spawns themselves or raising gold for 115 or 120 scrolls by other means (such as crafting or merchandising), but is giving them a way to get to the minumum skill level required these days to have a shot at getting them.

You can also check the Trinsic Gate Vendors. Zeb stocks extra guild scrolls on occasion, but you're more likely to find 115's there if he has any in stock.
