Make yourself a rune book with all the mage shops in it and just recall with a packer or bug carrying some gold and buy off the NPCs, they will respawn in 15-20 min's. You can also check in Fel to see if there is any Faction vendors near any banks and do the same on them buy all and recall around looking for the rest till those you emptied respawn.

There was a faction vendor location at the minoc bank
and they're useually cheaper then npc
