My vendor has been fully stocked for about 2 weeks and not one sale. They are going for 399 gold each. Is that too high? Every other vendor I've seen selling them sells them for 450 gold each.

No that is not too high !
They just may not sell really fast but the norm is 350 - 500 gp per empty keg, usually 400 as the more norm norm for them !
