Does Any Item Exist That Will Emit Custom Text As You Walk By (in a house)?

Ahh never owned one, I will give it a try, thank you very much.

What I am trying to accomplish would be to describe the house as you walk through it. (i.e. When you enter something might say "Here on the first floor you see...." and so forth).

Parrots won't do what you're after, they just do what parrots usually do, they'll sometimes repeat what a player says. I can't think of anything that would do what you're asking

A barkeep is about the closest thing to what you are looking for, but they require a "key word" to trigger the message. You could use a book near the barkeep or a bulletin board to let visitors know what they are. I think 2 barkeeps are allowed per house, possibly more for a public house.

I believe personal attendants will just announce the presence of someone. Like "The House of Caulfield welcomes Lady Quira"

Yes the personal attendents only say like 5 predetermined things based on what you set them on, you might possibly use a parrot or a attendent to trigger a barkeep.

yes this should work, you could even make an infinite loop i think, but im not sure if you can have more than one barkeep per house, might need to have a close neighbot.
