I was with you until I realized:
something that's PERMANENT to a certain city
My choice of buffs should not be relegated by the city but chosen by the governor, this way you can bribe, beg, or blackmail them as you need to. Other than that, thumbs up.

Since you are asking for input, how about this? I think trade deals and buffs are a bad idea that never should have been implemented, make an already complicated game even more complicated, have caused endless arguments and rancor, and should be done away with - no loss because everybody would be on equal footing and there would be more peace in the land.

So no suggestions for any of the missing items?

Hmmm... missing items. *bumping this up to the top*

Bardic Collegium
Miscellaneous bonus: A 10% reduction in aggro range.

Assassins Guild
Miscellaneous bonus: A 5% chance to run while stealthed.

Warriors Coalition
Skill bonus: %10 change to trigger your weapon's special moves without eating up any resources.
Miscellaneous bonus: A 5% chance increase in "natural" parry success.

On a Side Note
Given the current changes to the system... does that in any way shape or form change our opinions about the update that is needed to the trade deals?

Because what I want to convey to @Kyronix and @Bleak is that while more tools to help governors is useful... the real problem comes in that trade deals are not well rounded and the money contributed to purchasing them SHOULD be (in full or in part) added to the city treasury.
