Discording does not change the "gain per attempt rate" for any skill, it only changes what kind of attempt you need to make to get your gain. So for a Cu who needs to cure DP to gain, discording it might let it gain from curing a lesser poison, or possibly just from healing. Discording for magery lets you cast lower level spells (which means you cast them faster and for less mana).

For combat related skills, the only reason you might want to use discord is to affect the skill level of your pet or monster that you fight. You want to be within 25 points for good gains. So if you're pet is only 60 skill and the monster you're fighting is 100 skill, you could discord the monster to get his skill lower. The same could be in reverse, if you pet is 115 skill and you're fighting something with 80 skill, discording your pet would help with gains.
