If it was really illegal why wouldnt they just make it so gozamatts cant be moved with the deco tool up or down... obviously they arent mind people using them as steps of such. Idk good idea zek
The same reason they don't fix a lot of thing's that are illegal. Time, money, lack of staff and so on.
