i ran across this my first day runnin around and grabbed it, it was by the treasure room outside of it on the ground
No, it's in the Tomb of Kings. You need to go through the hidden passage by the moongate to get to where the Treasure Sand is, but be careful of the thief in there. I forget what his name is, but he throws some heavy Treasure Sand at you and lowers your str at the same time, so be sure not to be close to your weight cap when you go in there
It looks like the treasure sand is not a daily. When I went down there I took a swipe at the thief that you mentioned. When attacked he spawns three other undead. They are fairly weak and sometimes turn into the treasure sand (which drops to the ground so you will miss it if not careful - guessing that's what happened to the one you found.) I picked up 3 out of 6 enemies so it seems pretty common.
