IF I have a tower and want to change it to a customizable house will I have to drop the tower and replace, OR do items go into a moving crate?

You have to drop the tower and build a new house. All your stuff has to be moved manually.
Aren't they asking about changing from a classic design to a custom one? If so I don't think you have to drop. It used to be an option in the sign menu.
