You can only steal in Felucca ruleset areas. Cursed items are no exception, they simply cannot be insured or blessed to protect them from theft within those areas.

The cursed artifacts are not actually from Doom, they were drops from an event (possibly more than one, I'm not positive.)

Yes, cursed Doom artifacts were event drops. I think Moonglow at least. They were intended to give people who couldn't afford the prices of the real things a chance to use them, with more risks involved.

Ah, definitely more than one then. I believe they also dropped during the Magincia invasion and I *think* off reapers one Halloween....
