I've gotten it .... very infrequently... mining in Ter Mur.

Yup - since I'm training fencing I'm using dull copper eles as target, and they do (infrequently) drop Crystalline Blackrock both when dug out with a garg's pickaxe and in Shame etc.
The normally spawned seem to have a pretty decent rate - I'd say 1 CBR for every 30 eles; I wouldn't know about the summoned ones.
As for a comparison to mining, I'd say it's pretty much the same: with my mining habits i get 3 to 5 CBR/hour, as with killing DCEs.

Has anyone tried normal earth elementals?

Tested: Shadow Iron Elementals drop blackrock too.

Done a bit more of testing, and I am pretty sure luck has something to do with the drop rate: luck statue, bumped to 670, found 4 pieces in 20 mins or so (then I had to leave), which is a lot more than usual apparent rate. Of course, it might be a fluke blah blah blah.

Eh, I was thinking Felucca gave a boosted rate, got 4 pieces in about 30 elementals, but no, it was just random chance. Further testing showed no difference in drop rate.
