It goes without saying that it was his opinion as he did not cavet it with "dev so and so said", and was only being unnecessarily pointed out in an effort to de-legitimize the posters opinion.

I beg to differ - there are plenty of "facts" posted on the boards that are NOT posted by a dev.
There are also plenty of people that come to these forums looking for information, not just to post their opinion. It helps avoid confusion for those that don't check the forums regularly, when a player's opinion is stated as such, rather then factual - when its not based on anything more then speculation.
If the poster had said "I think amnesty will be a while" then that would have been alot more helpful to those posters seeking clarification, as they wouldn't be concerned that they'd missed an official communication somewhere stating it was going to be delayed.

That says to me that the algorithm is already being worked on, and after that specific date, new rules will apply. We don't know how much is automated and how much isn't so it is entirely possible that the accounts are collated as they are updated and that nothing additional is needed, so that even if an account is brought in at 11:59 pm on April 29, 2008 (though I'd be careful about doing that because they may be looking at PST and not individual time zones since there are so many) it will still count toward being eligible for amnesty automatically without the devs having to do anything towards collating it. It's possible that it won't be the April 30th update that we will receive it on, but I would not expect it to be much after the update that we get the first week of May. Those who are giving it till July are surely not to be disappointed when it does come in May, but nor do I want anybody to take it as gospel and spread it around in game that we might have to wait until July, because I really don't see that as happening. The devs know very well how short a patience level and attention span the majority of the playerbase has, so I think they will act accordingly and give it to us as soon as humanly possible.
