The shovel was the early iteration of them, where they didn't show the number of charges, simply wore out and broke when they were done. I would "assume" the hammer/mallet is the same. The value of those runs around 500k on GL. FWIW. I have no idea on the flax bundle.

I'm pretty sure the flax is purchasable from NPC's, either a tailor or provisioner.

The other poster is correct this is an item used to make spools of thread from cotton. But I like your description better ;)
