Hi again, I was curious about an item. I have a cloak that I assume was an old on that had curse charges on it. However this cloak has no charges on it but still says -10 int, -10 str, - 10 dex. Is this rare or should I simply trash it?

I won't have a screenshot available for another 7 hrs. :(
