I think it takes almost 100k boards to reach the highest level of citizenship.

I've been told that a faster way is to farm gold ingots from the elementals in the new Blackthorn dungeon, donate the gold ingots instead of boards.

OH, and be sure you are donating to the correct person.

I believe it requires 16k boards and/or ingots to take you from Respected to Adored.
