I think you had to have been logged on that account/char 30 days prior and during the time they are issuing the gifts. Its something like that

I think this only applies to new characters on your accounts that you just created, because I have never had to make sure any of my characters have been logged in for 30 days to get my gifts even on the shards I never play on.

I reactivated an account closed in September and got the gifts right away when I logged in (logged in before Jan 1st though).
