Changing Alliances

Its seems i have overlooked something :words from the GM lol: anyway I am trying to change alliances in the past and npc will not give me the Green Recommendation Letter Hmmm. I have completed the Mangora quest from npc next to the required npc but still cant get the letter. Any help would be greatly appreciated.

To switch to Windurst, you should just have to talk to Mhoti Pyiahrs in old world Windurst Waters. She'll charge you some allied notes and strip you of a couple medals, but that's how you do it.
