Castles in Malas

I tried toplace a castle in malas and was told you couldn't. I recently came upon a castle tothe far northeast of Luna. All te areas around it said housing can not be placed in this area. What is the deal? How does this happen?

EA gave away five per shard during a promotion in the spring of 2005 ~ not all were claimed on every shard and some have since fallen

there is no placement of keeps or castles in all of Malas otherwise
