Housing/Boats Cant Customize 2nd, 3rd Floor of Any house

Never seem this before!!

I tried smallers houses, and bigger ones!!

I can Customize the 1st floor fine, but not the 2nd, 3rd

I got this message!!

Not a bug - a known property of the land close to Daemon Temple.

This is a known issue due to the height of the terrain on the island. There are no plans to try to fix this issue as it would require us to essentially rebuild the entire island.
